Colonial Penn - Death Benefit lower than expected - options?

My father had a Colonial Penn Life Insurance policy for burial expenses. He always referred to it as a $10,000 policy. He passed away in November, a claim was filed, and a death benefit of $2520 was paid. I called Colonial Penn and verified that this was the correct amount, and then asked for a copy of the original policy, as I could not find it in my father's records (and could not imagine why anyone would take out a policy for $2520). I received the original policy which shows a certificate date of 10/5/94, and a death benefit amount of $2520 (accidental benefit $5040). My father's signature is not on the copy I received. I am wondering if possibly he was sold a policy without knowing the benefit amount. Are there any laws (in the state of Florida) that mandate his verification of the amount of insurance he was purchasing?
